Queensland Racing Commission of Inquiry

By Order in Council of 23 May 2013, the Queensland Racing Commission of Inquiry will commence on 1 July 2013.

The Honourable Margaret White AO has been appointed as Commissioner and is to provide the Premier with a report of the inquiry’s findings and recommendations by 30 September 2013.

Report

The Commissioner's report was handed to the Attorney-General and Minister for Justice and the Minister for National Parks, Recreation, Sport and Racing on 7 February 2014.

Notice – 31 October 2013

The Commission has sent letters to various individuals, notifying them of potential adverse findings against them so that they may provide any further statements or any submissions in relation to those matters.

The Commission has not published the letters and does not intend to do so. There have, however, been references to potential adverse findings in some statements and submissions provided in response. There have also been such references in the press.

The Commission emphasises that the notification of potential adverse findings to any person should not be taken to indicate that any adverse findings will be made, or are likely to be made. The notification of potential findings, and consideration of material received in response, are part of an ongoing process of investigation and analysis by the Commission. The Commissioner’s conclusions, and any adverse findings, will be set out in her report in due course.

Notice - 11 October 2013

The Commission has now published Practice Guideline No. 03, which is available on the Commission’s website at www.racinginquiry.qld.gov.au/practice-guidelines. In short, the Practice Guideline directs that submissions from any person be provided by 4pm on Monday, 21 October 2013 and that, subject to claims for confidentiality, those submissions will be published in the manner specified in the Practice Guideline.

Notice - 9 October 2013

The Queensland Racing Commission of Inquiry is required to report to government on the 7 February 2014.   To meet this deadline (bearing in mind the effect of the holiday period preceding that date on printing and production) the Commission will accept statements until 4pm on Monday 21 October 2013.

Any person who is desirous of making a submission in respect of any matter encompassed by the Terms of Reference should immediately contact the Secretary (on 1300 763 087 or info@racinginquiry.qld.gov.au) to outline the subject matter of the proposed submission (see Practice Guideline No. 01 paragraphs 11-12).  The Commission will accept submissions from these persons until 4pm on Monday 21 October 2013.

Practice Guideline No. 02 paragraph 13 is varied as follows:

“The Commission will receive submissions in writing:

(a) from any person with leave to appear:

(i) in relation to any matter relating to the Terms of Reference which that person wishes to address, as soon as possible, but in any event at any time up to 4pm on Monday 21 October 2013.”

Hearings Announcement

Hearings are set to recommence on Monday, 14 October 2013 at 10:00am.
